Public consultation
All 11 Devon councils engaged with residents, businesses, and communities. The public consultation period has now closed.
NowEarly 2026Government decision
The Secretary of State is reviewing consultation responses and will make a structural decision on the new unitary boundaries for Devon.
Next2026 –27Transition planning
Shadow authorities will be established. Detailed planning begins for how services, staff, and assets will transfer to the new unitary councils.
GoalApril 2028New unitary councils
New unitary councils come into existence, delivering all local government services to the communities of Devon under a single-tier structure.
