Local government in Devon is changing. From April 2028, new unitary councils will replace Devon’s existing councils, and will deliver all services in their areas.

    Government decision

    The Secretary of State is reviewing consultation responses and will make a structural decision on the new unitary boundaries for Devon.

    2026 –27

    Transition planning

    Shadow authorities will be established. Detailed planning begins for how services, staff, and assets will transfer to the new unitary councils.

    April 2028

    New unitary councils

    New unitary councils come into existence, delivering all local government services to the communities of Devon under a single-tier structure.
